TRUE if the federal funds rate (FFR) target is at or above 1.50% on 2005/02/01. The rate must be that FFR set by the Federal Open Market Committee (FOMC) of the US Federal Reserve, and the target must be reported by the Wall Street Journal and officially by the FOMC itself through a press release, etc.
The FFR is the rate used by banks to lend or borrow reserves "overnight" to satisfy federal reserve requirements. The FFR has been at 1.00% since June 2003.
