The Claim

Federal income tax is dismantled and a sales tax replaces it.

Senator Richard Lugar (R-IN) has proposed replacing personal and corporate income and estate taxes with a 17% national sales tax.

From a speech at the Cato Institute:

``The federal income tax system taxes savings, investments and hopes for the future. It is too complex, too intrusive and it prices our exports too high.''
The claim is YES if a sales tax replacing the income tax is adopted by the judgement date.
