This claim will be judged YES if by 1 Jan 2005 a drug or treatment has been shown in human trials to eliminate the HIV virus in at least 75% of infected persons. A long-term pallative that prevents further symptoms but does not eliminate the virus is not sufficient to validate this claim, nor is a treatment that prevents infection in uninfected persons (vaccine) unless that treatment also eliminates the virus in infected persons.
I will judge based on the wording of the claim unless it is found to be ambiguous. Such ambiguities will be resolved based on my perception of the author's intent.
