The Claim

This claim will be judged YES if by 1 Jan 2000 a vaccine that is 75% effective has entered human trials. For the purposes of this claim, a vaccine is any short term (less than six months) treatment that prevents an uninfected person from becoming infected with the HIV virus. A treatment that cures an infected person does not count, unless that treatment also prevents infection.

Judge's Statement

Standard ambiguity clause: If the wording is found to be ambiguous the Panel will judge on the basis of the obvious intent. If the intent is ambiguous the Panel will judge on the basis of precise wording. If both are ambiguous or if both are clear but conflict, the Panel will look for a solution that causes the least damage to FX as a market and game.

VACCINE:
A substance that contains antigenic components derived from an infectious organism. By stimulating an immune response (but not disease), it protects against subsequent infection by that organism. No vaccine can PREVENT an infection. However, an effective vaccine will enable the immune system to clear the virus from the body within a reasonable amount of time after infection (say, 6 months).
