This claim will be judged TRUE regardless of the route taken -- election as president, election or appointment to vice-president and succession to president (a la Gerald Ford), coup d'etat, etc. If there are events which make it confusing who the US president is, as of 2009-02-01, this claim is true if Hillary Rodham Clinton is leading a sovereign government in at least part of the territory of the Unites States of America (as of the start date of this claim) that has recognition of at least one of the UN Security Council permanent members (Britain, France, China and Russia) other than the United States.
