This claim may be judged later than the judgement date, if a decision is ot reached by then. If Kohl remains Chancellor (at least at the beginning of the next legislative period) this claim will be judged FALSE.
I will judge this claim based on the obvious intent.
I interpret "beginning of legislative period" as the date by which the newly elected representatives decide on a new government (i.e., administration, including the chancellor), and not the moment at which the new representatives meet for the first time (by which time the old government will still formally be in power).
