On or before 31 December 2004, Rome time, the majority of Roman Catholic priests will be both 1) either married in the eyes of the church or allowed to wed, and 2) permitted to perform the sacraments while married. A priest is considered to be "allowed to wed" even if he must get permission from his bishop or other church official, so long as such permission is not routinely denied. "The sacraments" means all sacraments which priests in general are allowed to perform.
