The Claim

Before January 1, 2013, the United States ceases all serious participation in the United Nations.

Judge's Statement

I will judge this claim based on its intent. Therefore the following clarifications:

United States

or its legal successor recognized by at least half of the (other) members of the Security Council

United Nations

or what will be widely recognized as its successor

participation

obviously, the United States has to be a member if it is to participate seriously

all serious participation

a simple reduction of the degree of participation would not be sufficient for this claim to be judged true

Some examples of how I would judge this claim:

The United States leaves the United Nations

Claim would be judged true

The United States leaves the Security Council, but continues to be a regular member of the United Nations

Claim would be judged false

The United States continues to be member of the Security Council, but the ambassador to the UN does not participate in the meetings any more for a sufficiently long period

Claim would be judged true

As soon as it would become clear that the United States has ceased all serious participation in the United Nations, I will judge this claim true, even if the United States afterwards would normalize its participation in the United Nations again.
